ELBERT LOUIS

A Michigan native, Elbert’s twenty-year career in the United States Navy brought him to the Tidewater area. He has a Bachelor’s of Science Degree from Norfolk State University in Interdisciplinary Studies with an emphasis in psychology, sociology and religious studies.

Elbert worked with the City of Norfolk’s Department of Human Services before being hired by NRHA in 2001. He retired from the Authority in May 2022. He was also the former owner and CEO of Sterling Brook Funeral Home and Cremation Services. Ordained as Clergy for several decades, Elbert served for 10 years as Senior Pastor in Ivor, VA.

Optimum wellness is a personal goal for Elbert. He is an avid outdoorsman who enjoys running, biking, kayaking, camping and follows a plant-based diet. For relaxation, Elbert enjoys gardening and reading.

He is married to Patricia Louis and is the father of two and grandfather of two.
