An attorney for over thirty years, Mr. Jenkins has used his in-depth experience in real estate development and finance to successfully provide executive level management to several community economic development entities that deploy capital into historically undeserved communities. One of the earlier by products of Mr. Jenkins’ vision for Hampton Roads Ventures (HRV) as the former President and CEO was its receipt of four New Markets Tax Credits (NMTC) allocations totaling $160 million as well as HRV’s closing of the first real estate transaction in the country combining NMTCs with tax exempt bond financing. Mr. Jenkins’ committment to attracting private sector investment capital into lower income communities were shaped early in his career as a Securities & Exchange Commission attorney.
